Oh Romeo, what a little stud. I remember him fancying the dogs at the meet up too. At the meet up i don't think it was dominance but with your Mom's dog i think it might be. I think you just have to show him that your the dominant one and you don't think the behavior is appropriate. If he starts it, push him off and tell him no. If he stops before you get to him you can try a squirt bottle and No, or a can of pennies. Something to startle him out of the behavior. If these don't work then you can try the time out approach. place him in another room if he starts to hump and give him a time out for a minute or two and then bring him back. If he does it again, give him another time out. he'll learn eventually.
