You've already gotten great advice, but I wanted to just add one thing:
NEVER punish in any way when she finally does come to you. No yelling, or time out, just happiness, kisses and a treat. If you yell or something, she'll start to associate coming to you with bad things. Plus, terriers are known to love the chase
