Wellllllllllll, I'll tell you my experience. My yorkie is 100% housebroken. WILL NOT go in the house for anything. I trained her to go outside in the daytime and in the garage on pee pads at night and in bad weather. She is now 28 months old and if I move the pads in the garage, then she'll go where they were! But it's my garage, not my house! So, I just put them back where she wants them and not where I wanted them.
