My Jennie, who is 14 1/2 also gets these hacking, wheezing sort of coughs. She started 1 1/2 yr ago around spring time. The vet didn't think much of it, put it down to allergies. I thought it would pass when spring was over but it didn't. She has it now and then, and gets worse in spring and when I'm walking her out. In the past I used to get real allarmed because she looked like she had difficulty breathing or a foreign object had got trapped in her nose or mouth. Then I got used to it. When she has it real bad I check her gums to make sure they have a pink colour and therefore is not short of oxigen.
Well, I don't know whether this is happening to Jennie because she's old or what, but I believe this is quite typical of yorkies and also heard this tend to happen when they get excited.Other than that, I guess that as long as they are fine, and breathing normally and don't get blue in their gums, I don't think you should worry too much obout it.
