My yorkie and I love to walk in the rain but hate cold mornings and anything below 20 degrees for walking so I trained her to pee pads at 3 yrs old and for 10 years I have had one down if I am away longer than I think etc. Since she is 13 she does need one more often and it has always worked for her.

Get an x pen and cover the entire bottom with pee pads (get incontinent pads at the drug store, they are less expensive.) Put his water and food in one far corner from where he will do his business. He will have no other place but the pee pad to use so he will get used to it. I think litter training is harder since they like to circle and have room and they don't seem to like to have to go into a box where the pad is flat to the floor. Once you have this up three or four weeks he will get used to the feel and also what is allowed.
When you take the xpen down be sure to leave a pee pad out in the spot you want with his urine on it....not a clean pad. I never had a hard time with mine going outside too. I don't know what to tell you about the rain except he's still such a baby and as he gets older it may be something he will take for granted.
