I doubt that you would have problems with most of the velcro harnesses made by YTers. But I have seen some really flimsy ones at PetsMart that had barely an inch square of velcro to hold it together. They were really cute harnesses, but I don't think those would hold very well. I really like the step in harnesses also, but I did have a dachshund that could even pull out of them, somehow she would pull backwards and get it over her head if it wasn't on pretty tight and I wasn't watching her closely. So whatever harness you use, just be sure it is securely fastened and fitting pretty snug!
So sorry about what happened to your baby. I am glad she wasn't hurt, though I am sure you were both very traumatized by it. I know I would be!
