Did the velcro let loose at the tummy, or was it the neck? I ask because I have always used velcro harnesses and the only time I had a problem is once when I didn't have the neck velcro'd correctly and she slipped right out of it with the neck open. Other than that, I've never had velcro come undone. Maddie is a puller, and my daughter's dog pulls even more, and they've always stayed secure. Maybe this vest was made with some cheap velcro or not the heavy duty. I once made a dress for a 30 pound dog that was a puller and it stayed secure when they walked her.
