first of all - DO NOT declaw your cat. I believe it is one of the most inhumane things ever. Imagine if someone took off all of your nails and your first knuckle. that is what is done, and it HURTS them. It's horrendous.

Personally, I would try to find a no-kill shelter, because cats are usually given less time than dogs, and unfortunatly the sad truth is most people don't go into a shelter looking for a grown cat. They want kittens. You could also google foster families in your area.
