I ride a ferry all the time with my little guy. There are signs everywhere that say "No pets". He is in a carrier, and as long as the carrier is in my lap where he can see me through the mesh, he doesn't make any noise. The last time I rode it with him, I had a little girl sitting next to me (7 or 8), and I thought for sure she would notice and make a fuss. She never did notice! So I guess it depends on if you have a carrier that does not attract attention, and if your pup is quiet. Good luck!
