She very well could be pregnant. I'm really surprised that your vet said that chances of her getting pregnant were slim because it was her first heat and his first time because that's just not true. First timers may have a harder time actually tieing but there is just as much chance of getting pregnant as if they had bred before. Now the one testical thing - that might make the chances a little less - but even one testical means sperm - which can make her pregnant. It's possible that she is only having one or two puppies and that her belly just doesn't look very big. Is the male larger than your female? If so and she's having a very small litter, the puppies could be too large for her to deliver on her own. I would take her to the vet to find out if she is pregnant or not. The vet can palpate her abdomen to feel for puppies and do an X-ray.
