Sweetie's ears didn't stand up all the time until she was about 8 months old.
We did shave them and that seemed to help. It was so funny because her ears flopped down all the time except when she was asleep - then they stood up fine....
Have patience - it's not too late and even if they never stay up it's still your baby.
