Can you sprinkle it w/ Parmesan (in the green can)? What's great about Parmesan (from the can) is that has a strong, pungent, cheesy odor - so dogs generally LOVE it, but you don't have to use a ton of it.
My guys go nuts for it - I sprinkle it on their chicken every day and they never, ever tire of it. If you have to stay low protein, you could also add some safe "carby" things like cereal, whole wheat crackers or such - as long as he isn't sensitive to grains.
