Teddy would do that for a few minutes, and then he realized that the shirt wasn't coming off. I try to associate the new clothes, with walking. He loves to go on walks, so if he is wearing the clothes, he will not focus on how much he dislikes them but how happy he is to be walking. Try to associate the clothes with good things, maybe you will have better results.
