Hey Jackie!
Looks like you got good answers already on the harnesses. I was able to find a step in harness at my Petsmart, in the "tiny dog" section... My 13 week old pup is just a tad over 2 lbs and it could be smaller if we wanted it to be.
I am going to order from the ladies they listed here, I just wanted to get something fast, so am introducing this one for now.
