I have flown 3 times with dogs and no one has measured my bag yet. I know that mine is technically too tall for most airlines also, but it would fit under the seat easy enough. If I take the wheels off the bottom (requires two pair of pliers) then my bag would be okay. Traveled the first time without the wheels and told myself NEVER AGAIN! The wheels make it so much easier getting through the airport and it is actually smoother for the dogs than being off the ground and not quite horizontal while I carry the bag.
