POOR BABY !!
There are toads like that in FLA - The bufo toad - and to me that sounds like what could happen if she touched a Bufo Toad - they make dogs foam at the mouth & are VERY Toxic
Where I live (texas) - the toads aren't toxic ( I called the ER Hospital the first time my girls found one) but if a dog tries to pick one up they'll salvitate and drool exessively. I did days of reading about toads because I was scared of them too for my girls.
I'm so sorry about the puppy ...a Chi is so tiny it was just too much toxin for the poor baby if she came in contact with one - you do have to be very careful living there - Here's some information on them -
