This is totally normal, they grow out of it. Puppies are like toddlers, they have to put everything in their mouths in order to work out what it is. Also he will be teething so he is chewing and mouthing things to try to soothe his gums, make sure he has plenty of chew toys and as has already been mentioned, frozen carrots are great for them.
