I'm sorry that you're having a rough time with your new puppy. Unfortunately, this is a phase they all go through, and it can be really frustrating. The good news is that it will pass, and with proper training and discipline, your puppy will grow into a well-mannered, curious but well-behaved dog.
I think he's probably grabbing your pant leg and growling at you because he wants to play. Emma, my 17 month old, used to do this as a young puppy too. Every morning as I would get dressed, she would grab onto my pant leg and not let go, frustrating as it was, it was pretty cute too! To help with the situation, I would get up a little earlier, and play with her before work. That way, when I was getting ready to leave, I could toss her a toy or a Nylabone, and she would sit in the bathroom and play by herself, rather than doing things that demanded my attention.
He's also probably biting at everything because he's beginning to teethe. His teeth will hurt, fall out, and his gums may bleed. Also, just like when human babies are teething, yorkie puppies can be restless, cranky, whiny, and may have accidents, diarrhea, or just seem generaly "off". This is normal, as long as one thing doesn't last more than a few hours or so. Try giving him things that are HIS only to chew on, and that will help ease the pain. When Milli was teething, I filled an old tube sock with a couple ice cubes, and then knotted it above them to keep them inside. It's a little wet and messy, but she really liked this, and helped relieve the pain from teething. They also have Chill-bones that you can buy that you freeze and then give to your dog.
Make sure to stick to the rules-if he's not allowed to do something, you need to be consistent. If he's not allowed up on your bed, for example, don't let him sleep with you in your bed just because he's whiny or wants attention. Being lax right now can lead to hard to break bad habits later. Also, continue training with him-even just for 5 minutes at a time. Teach him to sit, lay down, shake, or somehthing else to keep his mind engaged and distracted from teething. It may take longer to teach him a trick now, since he's in the toddler stage, but don't give up, and don't get frustrated with him.
Exercise will help him to be a little less of a naughty puppy too. Take him for several short walks each day, throw the ball for him to chase, or run around with him outside. Making him tired will help to lessen the naughty behavior while he's inside with you, and may make him want to snuggle more.
