IMO..and many vets, puppies can play in a safe yard, but if you do not have a safe yard..a toy dog can get lots exercise indoors...my girls go out for a total of about 10 minutes a day and they never run around...all their running around is done indoors..and they jump on and off the beds, chairs, couch...they never have anything to jump off outside...throw a ball or toy and your puppy will chase it and get lots of exercise.
