First of all, stop whipping her. That only teaches her that going potty anywhere is bad. That's why she's not going when you're watching her outside. She's afraid she's going to get whipped. It will also teach her to hide from you when she has to go.

The secret is praise. Praise her when she gets it right, ignore her when she gets it wrong. If she goes in the house, give her a quick "no" and then carry her outside to where you want her to go. Don't be angry. Just show her the right way to go.

If she's not going outside, take her on a long walk a half hour after feeding her. As soon as she goes, praise, praise and treat, treat, treat. Let her know that she did it right.

Don't feel bad about starting out the wrong way. A lot of us were taught as kids to rub their nose in it and give them a spanking. That couldn't be more wrong. It humiliates them and causes them to want to hide.
