I don't think she's too young... mine used to do this... and I would just snap the leash and say NO!! We also did "practice" walks in the backyard... and we'd practice leash etiquitte. Like, sitting at crosswalks, etc. I find my two do better if they EACH have someone walking them. My bf walks Jack, my maltese, and I walk Rosie.
