The ingredient list is never a problem, since it cannot be copyrighted. The instructions can only be copyrighted if they are extensive. For example, if the directions for a recipe say to mix this and this and then combine with that and then bake in oven, they cannot legally be copyrighted.
If the directions for a recipe are copyrighted, then just citing them without permission of the author is still a violation. I recommend that we just ask that whoever submitted a recipe that is in question, rewrite the instructions using their own words.
Whether or not the instructions to a recipe are copyrightable, it would still be nice to mention where you originally got the recipe.
