I had to pay for my Kalina when I booked my ticket and they really did check to make sure. My flight was cancelled and the ticket was replaced with a boarding pass for the next day that didn't even mention my dog, and they almost didn't let me on the plane. I think they only allow 3 carry on pets per flight on most airlines.
