The park is owned by the city and there are leash laws here.
Also it is clearly posted in multiple places that LEASHED dogs ONLY are allowed.
So many people bring off leash dogs and I usually don't mind if it's one or two and the owners are right there.
But these people are bringing a pack of dogs without any control over them. I guess you could say our group of 4 was a pack too, but they were spread over multiple people walking them and were safely leashed.
I thought the police could fine them, but the person that answered said they would give them a warning and notify them of the law. HELLO it is all over the park
