I bought a puppy five months ago and he was exactly the same way. So much so, that I hired a dog behavorist to come to my home and show me how to deal with this behavor. After a couple of sessions I saw a great improvement. He will always be shy and a little fearful of people he doesn't know because that is his personality, but he is totally different with me. It will take time but he will come around.
