Yes, it is dangerous. Although dogs can live perfectly healthy lives with them and they can be repaired in some cases, hernias can also cause serious complications. I had 2 dogs with umbilical hernias...both of whom died very early on in life as a result.
In my opinion, if you know that breeding could pass the condition on, then you shouldn't do it.
