The puppy will also need to be current on shots and have a health certificate in order to fly overseas. I would have the dog put in the cabin. I wouldn't fly him till he was 12 to 16 weeks old and only then if someone will be with him to take care of him. If you fly him in the cabin, simply put, he WILL die.
