My dogs used to do this too. What my mom ended up doing was switching the brand of pee-pads she uses. Maybe try switching up the brand the chemical on the pad might be different and she might stop. I know my mom used to use Green ones and now she uses these blue pads that come in econo size box from Petsmart.
