With the pups coming that is tough as i have an allergy dog too
i would do aveeno baby wash no fragrance and then use 100% pure aloe gel from whole foods as conditioner to give her relief. If she is on flea protection then most likely not fleas. Did you change diet? Even if they are on flea protection the fleas can still bite them and in a flea allergic diet it can make them itch for up to 3 weeks
