Reagan use to get matts under her front legs all the time. It's stopped now(especially since right now since she's cut short) but anyway I would cut the hair there short. I never shaved it bald or anything but I did cut it pretty short.
Maybe if the problem is that it is growing out too quick between groomings, you could try getting a small set of clippers and trimming it youself in between groomings. If its just the belly you don't have to worry about messing it up or anything no one will be able to see it.
