My vet said the same thing. He wouldn't put Linus on heartworm or flea meds until he was 16 weeks, but he's only 2.8 lbs. I would make sure to give more nutrical, and if he doesn't stop shaking soon I would call the emergency vet. They go down so fast that I just wouldn't take any chances!
