It doesn't. Yonkers, Westchester, and Long Island (which we just call "The Island") which some people like to include as a 'sixth' borough aren't part of NYC at all.
And like Judyeve said, Manhattan is referred to as "The City", while all the other boroughs are called by their actual names. (personally i barely classify Staten Island as part of NYC, i don't go there)
