These dogs were NOT in great condition... They were fed, none of them were skinny or mal nourished, but they were filthy and covered in pee!
As for the granddaughter she said they were there to watch the dogs. They did NOT say they stayed and took care of the dogs while the grandmother worked!
IMO They were there because animal control came the day before and she was scared or someone saw us looking around.
