I would not have let my Toby go in either...........not because of the "trust" issue with the sister but of the "crowd" that was inside. Some yorkies are terrified of new surroundings and people and you know they would have all gone goo goo over her and probably got a bit loud. You did the right thing and maybe just need to explain it to her the next time you talk.
