My Min-Pin that I lost in January would do the same thing!
We have to be careful we don't divert Rupert's attention when he is peeing as then he doesn't pay any attention to where he is walking. Last night, he peed on his sister! Not intentionally --- he was just looking at something else and walked over to where she was!
