It is going to mix much better if you add it to the bottle of shampoo. But, if you're worried about the dogs not tolerating it well and ruining a whole bottle, why not get a travel bottle and fill it with shampoo then add the oil? If you are using a pretty standard 3 oz travel bottle, I wouldn't add more than 5 drops of oil to it and then mix very well. Make sure not to get it in the pup's eyes also as it will burn and hurt.
