You're not overreacting. My heart broke watching that - I have a friend who's little yorkie had a neuroligical condition and I'm going to send your links to her - I TRUYLY HOPE this is something that can be control thru meds -
I'd be freaking out too - and time for you to find a new vet. Poor little guy that made me cry watching it. Sending you big hugs and kisses from the girls
ps - edited to add - can you take a copy of the video to the new vet ? I would def have them watch them
