I have had the same problem with Petey and my Lilly. But Petey has fathered 3 liters and 1 more on the way. Lilly nothing??!!?? I think the problem is Lilly , not Petey. I think she goes into a false heat. Anyway, I hold the girls and then Petey feels safe enough and goes about his busy. When the girls growl at him he backs away, but since I hold them he is a great little stud. and I also found the use of a nice thick book under his hind legs helps a lot. Keep us posted on how he does.
