Great idea I have been given the spca number by DonnaDee, and I have called Maureen to give the number to her lawyer, to see if we can get to the dogs that way!
I think you are right about the police, they just do not care about dogs, and that surprises me, as if they ever lose one, I am sure they will feel a lot different.
