they did that to my roommate in indiana. i dunno if it was a slow day or whatever, (she was on her way to petsmart..literally...a 5 minute drive-across the street) but the cop stopped her and gave her a $30 ticket for having her chi's "loose" in the car. they were in the front passenger seat sitting adorably (so well behaved..better than mocha, i should get on that. haha.) so ridiculous.
but sarah, i've taken mocha to ny and we've ridden every public transportation there is and have never been stopped. with the cops on every corner and stop, no one has ever said anything except how cute she was. i've never leashed her either--i either hold her in my arms or put her in my carrier.
