As far as the feeding, you might try mixing a spoonful of canned dog food in with his kibble to see if that will make it more appetizing to him. Being timid like he is, I'd also leave the room after feeding him - he might not want to eat when you are around.
If that doesn't work, it might be a good idea to free feed him until he's had more time to adjust to you. Then, you can encourage eating on a schedule if you want.
