Sounds like razor burn. You can get it anywhere that you shave, doesn't have to be on the bikini line.
It could also be a rash of some kind.
It's unlikely (though, it
IS possible) that you'd have an STD outbreak near your belly button.
Take some benadryl & watch it closely. If it goes away after one or two doses of benadryl, it's a rash caused by an allergic reaction to something. If it doesn't go away...go to the doctor asap.
