Contact your local humane society, they should know.
If they are lapping up food, they should be fine. Puppies can be weaned as early as 3 weeks if it is necessary. I weaned mine on canned goats milk and baby rice cereal. then gradually added canned food, a tiny bit at first then gradually increased.
