She could be panting because the bed is too warm for her. Some moms will try to move pups if they're too hot (moms).

Heating pad UNDER the whelping box and a towel or baby blanket in the box is what we do but not too many layers...pups can get caught up in excess stuff.

I keep mom and pups in an x-pen and tie a sheet over the top that extends down the sides. She seems to like it just fine and it gives her privacy...like a den.

If you have ceiling fans in the room, I'd turn them off and close air vents to that room. I wouldn't want them to get a draft.
