You can feed her anytime she is hungry. Panting is very normal the first little while. Don't worry about it.
For the puppies the heating pad is good make sure it is on low and not where it can burn them. Under a part of the whelping box is good. Be sure the pups and/or the mom have a place to get away from it if they get too hot. Make sure they are out of drafts. You may want to cover the box partially so it's not drafty. I also closed the AC vent to that room for the first couple of weeks.
