It won't be long until he realises that when you take him outside, and say the phrase, then that is what he is supposed to do.
You have to be consistant, and let him out even if he isn't asking...than say the phrase.
I never crated my Yorkies....they do take a bit longer to train than larger dogs, but if you ignore the messes, and praise when they do it right - and say your phrase while they do it, then they will soon catch on !
