Sounds like the person that they are having to come take care of the dogs is totally senseless..hopefully animal control will get them and then you can contact the person who is supposed to be taking care of them so that they can inform animal control as to when the owers will be back for them....you did the right thing!! At least hopefully these dogs will be safe..
