
What a horrid situation for these little guys.
Well, what is done is done - if you've called the police & they actually come out and see the dogs there is nothing you can do now. But it may be the best thing for these guys if it saves their lives.
The police that come may be animal control - not some regular officer. If they catch the dogs out on the street they will be locked up.
Can you find out from this neighbor when the owner is to be back? Or find out if the nut who is letting them out is coming at the same time each day? Maybe you could talk to that person - do they even know the dogs keep escaping? Or could you leave a note on the door letting that person know what's going on?
It is awful that someone would have dogs and treat them so horribly!
Maybe if you catch the dogs again you can check for dog licenses. I know one time I found someone's cat - it was wearing a collar with a license and when I called the city & gave them the license number, they would not give me the owners name & number, but only the cat's vet to contact (I'm sure because its a business, rather than a personal #. Then the vet called the owner) Anyway, if you could find out who the vet is for the 2 dogs, maybe you could call him/her & they might be more concerned about the care of the dogs and be able to offer some guidance or be able to get the owners attention or something!!!
As for the scum of the earth driver/neighbor harassing the dogs - that's who I'd be calling the police on

No excuse for someone like that on earth.

It is not the dogs fault that they are lacking proper care!
