Omg We keep rescuing these two loose little dogs on our street

Yesterday, my boyfriend found these two small dogs wandering around the super busy street we live off of. My boyfriend ended up walking them up our hilly culdesac to our house and came and got me. They both had collars on so we called both numbers on it (must have been the cell phone and house phone) but no one picked up either number so we ended up leaving a message. They were both very friendly little dogs (one looked like a pomeranian mix, not sure what the other one was-but both small little dogs). None of our neighbors seemed too concerned about the dogs and the neighbors across the street just dismissed it as "oh we've seen them wandering around the street a few times."
Anyways, the dogs seem to be wanting to go up toward the top of the street and seemed to be attracted to a house at the top of the culdesac. We ring the bell and low and behold, no one is home. There was a deck in their front yard so we locked them in there and try calling the number on their tag again. Luckily, we hear the phone ringing and realize that this is indeed the dogs house. My boyfriend starts poking around the property trying to find an unlocked door so we can put them inside their house (we couldn't leave them on the gated deck because they could have easily escaped through the bars). My boyfriend finds an unlocked sliding door so we let the dogs in the house. We called the lady's phone again and left a message telling her what we did and our contact info. We never got a call back so we assumed the lady got home and the dogs were okay.

Well today we get home around 7pm and low and behold the dogs are actually wandering on the street again. As we drove up to our house, the neighbor across the street was driving in front of us and stopped because the dogs were in her path but she didn't do anything. We park and try to get the dogs but they run up the hill and still in our vision, three neighbors (that we don't know) pull up the culdesac and one of the cars actually had the audacity to get pissed at the dogs. THE CAR WAS ACTUALLY ATTEMPTING TO HIT THE DOGS AND WAS TOTALLY F**KING WITH THE DOGS. He was screeching his tires and then going really fast and breaking right before he hit the dog and beeping, and this happened over and over. I was in disbelief. I wanted to strangle the guy. He obviously was a neighbor but I have no idea who he is. And again none of the cars that were going up our hill cared in the least about the loose dogs that they were walking or driving by. So my boyfriend goes back up the street to get the two dogs and bring them back to their house. The owner of the dogs next door neighbor was outside so my boyfriend went up to her and inquired about the owner of the two dogs. She told him that the owner was gone for 3 weeks and that the dogs have been barking non stop night and day. By the way, there is also a really big mean dog in the house also but that one never seems to escape. So my boyfriend brings the dogs inside through that unlocked sliding door and actually goes through the lower story of the house trying to find out if there is a door or something that they are escaping from. He said he couldn't find anything. When he walks out of the house, the next door neighbor is still there so my boyfriend talks to her a little more. The neighbor then tells him that the owner is having someone come over everyday to let the dogs out and that the dogs are just being left on the front yard deck every night and that they bark and bark. Which I don't even think you are supposed to leave small dogs outside for long periods of time, are you?

I'm not sure what to do about it. I can't have them at our place since we just have a small studio townhouse and we aren't even allowed to have dogs here (luckily it's pretty easy to hide a 2 lb dog). So I looked up our town website and found the non-emergency police number which I called and told them the situation. The person told me that they would send someone out tonight to check out the situation. But I don't really see what can be done since the owner is gone for so long and not picking up her phone. My boyfriend was mad at me for calling since he was scared that the owner would have the dogs taken away from her. I'm just afraid that the dogs will be hit by a car and obviously none of the neighbors on the street care to do anything for the poor little dogs.

Any advise guys? These little ones are definitely going to get hit by a car if this is kept up.
