Yorkies area single coated breed (as are malteses and shih tzus etc.) and do not have a "fur" coat. They have hair. They do not have a second undercoat, called fur, to keep them warm. This is one reason yorkies do not shed anymore then we humans lose a few strands of our hair each day. If it is too cold for you to be outside, it is too cold for a yorkie to be outside. You wouldn't go out in freezing weather with a t-shirt and jeans on would you? Why would you expect a little dog with a single layer of hair to go out in freezing weather and be fine?
BTW I love that Juicy coat! They have a pink one for the girls and I really like it, but it just doesn't get very cold here in Texas. We may get a few freezing days but it doesn't last long. It usually doesn't get colder than a nice sweater day - but I still want that coat LOL. If it did get colder here, she'd have several coats.
